Problemet q\u00eb me dekada jan\u00eb grumbulluar n\u00eb k\u00ebt\u00eb sektor,  \u00e7\u00ebshtjet jo rrall\u00eb t\u00eb komplikuara t\u00eb trash\u00ebgimis\u00eb, mos bartjes s\u00eb dokumentacionit p\u00ebrkat\u00ebs dhe mosfunksionimit t\u00eb institucioneve n\u00eb periudha t\u00eb ndryshme, sipas pjes\u00ebmarr\u00ebsve jan\u00eb problem q\u00eb duhet adresuar dhe duhet zgjedhur bazuar n\u00eb ligjet ekzistuese.<br \/>\nUdh\u00ebheq\u00ebs  nga Komuna e Istogut, sh\u00ebrbimet publike me kadastr\u00ebn, bujq\u00ebsia dhe administrata, p\u00ebrfaq\u00ebsues t\u00eb Gjykat\u00ebs themelore, noteris\u00eb, avokat\u00eb dhe jurist\u00eb kan\u00eb prezantuar qytetar\u00ebve legjislacionit dhe kan\u00eb paraqitur nevojat e bartjes me koh\u00eb t\u00eb dokumentacionit p\u00ebrkat\u00ebs.
