December, 2017 – The Eye of Vision organization in partnership with Save the Children office in Kosovo, have published the report “Analysis of the mechanisms used to identify and report violence at school”, within the thematic program in the field of child protection “Compulsion Ours for the Future – Protection of Children and Governance of Children’s Rights”.
The report reflects the real situation, starting with relation to violence in primary and lower secondary schools from different angles and perspectives, state legislation and policies, institutional mechanisms for prevention and response to violence, institutional services available to protect children from violence to the perception and reaction of children/students to the violence shown at school. This research highlighted the real situation of our schools and the services they offer in order to prevent and refer cases of school violence. From the general perception, it was seen that the mechanisms exist legitimately (School Governing Council, Parents Council, Student Council, professional activities and services), but there is no complete information on their functioning, in the sense of the scope of information and the impact/sensitivity of their actions on all relevant subjects within schools.
Also, there are significant problems in terms of coordinating the school bodies and those outside the school (CPS, Police, QMF, etc.), to offer a multidisciplinary approach to dealing with the elements of violence, receiving the appropriate additional services for the cases In need. At the same time, there is a lack of psychologists and other professional support services (pedagogue, doctor, speech therapist, etc.), which would help the staff in identifying and treating problems, but also in building healthy relationships in all relationships within the school community.
The report was also presented to the responsible institutions mandated to protect children from violence at the municipal level, in the municipalities of Pejë, Klinë, Gjakovë, Prizren and Gjilan, the municipalities where this research was conducted.
The participating institutions in these meetings have greatly appreciated this report, seeing it as something that will help them in drafting concrete policies or actions in their institutions, thus influencing the creation and strengthening of legal mechanisms for the protection of children from violence in schools and the referral and treatment of such cases in time.
