Terms of Reference: Designing the Module for the training of teachers for the Prevention and Identification of types of violence in schools

The organization Syri i Vizioni (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier since 1999 as a Community Based Organization (CBO) in the municipality of Peja. Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the region such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse, Volkshilfe Solidaritet, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.
General information
Syri i Vizioni (SiV) in partnership with Save the Children office in Kosovo (SCiK), has been working for several years now on programs on the monitoring and protection of children’s rights in Kosovo, which aim to respect the International Convention on Children’s Rights, within which it has developed projects to strengthen the mechanisms for preventing violence, corporal punishment and reporting cases of violence in schools. Within the framework of the thematic program in the field of child protection “Our Obligation to the Future – Child Protection and the Governance of Children’s Rights”, work is being done to increase the capacities of primary and lower secondary schools in the prevention and identification of types of violence against students, through building the professional capacities of teachers and strengthening the existing school mechanisms.
targets
Syri i Vizioni seeks to engage a company or expert/licensed professional in providing training for the design of a training module in the field of child protection, with special emphasis on the prevention and identification of types of violence at school, for teachers in primary and lower secondary schools in five municipalities: Pejë, Prizren, Klinë, Gjakovë and Gjilan, namely Ramiz Sadiku and Xhemail Kada schools in Pejë, Zekeria Rexha and Yll Morina in Gjakovë, Ibrahim Fehmiu and Haziz Tolaj in Prizren, Qiriazi Sisters and Ismet Rraci in Klina, as well as Selami Hallaqi and Thimi Mitko in Gjilan. This module is intended to be accredited by the Ministry of Education, Science and Technology – MEST, offering teachers professional training in the field of protecting children from school violence.
Required qualification:
• Licensing of the Company/Expert in providing training for teachers;
• University degree in the Department of Pedagogy or Psychology, or a similar field in social sciences (Master’s qualification and professional/informal education in this field is an advantage);
• Documentation of work experience in the design of training modules and their realization related to the field of protection of children from violence and/or the field of education;
• Knowledge of the principles of children’s rights based on the International Convention on the Rights of the Child;
• High analytical skills;
• High skills in writing and speaking Albanian and English.
Duties and Responsibilities:
The Company or the engaged expert is expected to:
• Preparation of the Training Module based on the needs and the current situation in schools based also on the findings of the “Baseline Study” and the “Friendly mechanisms at school for reporting violence against children” developed by SiV;
• Designing the training methodology with teachers according to this module;
• Holding trainings in the five municipalities with primary and lower secondary school teachers where SiV and SCiK is working;
• Implementation of evaluative questionnaires before and after the training;
• Submission of the draft narrative report, including the objectives, the realization of the work, and the findings from the questionnaires, not later than five (5) working days after holding the trainings;
• Submission of the final narrative report to SiV no later than five (5) working days after receiving and incorporating possible comments from SiV and SCiK.
Results:
The module must contain:
• Introduction-Executive Summary (1-2 pages)
• Objectives of the training module (1 page)
• Chapter I – Methodology (1 page)
• Chapter II – Training program (1-2 pages)
• Chapter III – Evaluation form (1-2 pages)
The training module must be clear and realistic for teachers of all cycles and subjects and with the situation in schools. The Company/Expert should work closely for review with Syri i Vizioni and Save the Children organization during the compilation of the module envisaged by this ToR.
Engagement of the Company/Expert:
The Company/Expert will be engaged through a service contract with Eye of Vision – under the coordination of the Finance and Administration Manager. In this contract, the points which are not included in this document will be specifically defined
Payment Terms:
The payment of the company/expert will be made according to the relevant invoice for the performance of services, which will be issued by him/her, or will be prepared by SiV and will be signed by the Company/Expert. The payment will be made through a bank transaction in Euro currency. Payment will be made after successful completion of the Module and training and submission of the narrative report approved by SiV.
Based on Kosovo law, Syri i Vizioni is also obliged to pay tax (tax and pension) of 10% of the gross amount. The food expenses will be covered by the organizer.
Documents and procedures for application:
• Copy of Licensing Certificate from the responsible institution;
• A draft proposal on the work methodology for this commitment, including the planning of the development process of the relevant document and the holding of trainings;
• A letter that includes expertise and experience in the field of drafting training modules or similar documents related to the protection of children or similar;
• Curriculum Vitae (CV) for the staff involved in the implementation of the module and trainings;
• Financial proposal*
*The financial request must be detailed for each work that will be carried out, this must include the source of information, procedures and techniques for designing the module, holding trainings, writing reports and a tentative work plan;
