Engagement of an Expert to draw up the work plan in the initiation of social dialogue between schools and PSCs

The Syrii Vizionit Organization (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier since 1999 as a Community Based Organization (CBO) in the municipality of Peja. Throughout the last years, the NGO “Syri iVizionit” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, OlofPalme International Centre, Solidar Suisse , Volkshilfe Solidarity, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.

 

General information

Syri i Vizionit (SiV) in partnership with Save the Children office in Kosovo (SCiK), has been working for several years now on programs on the monitoring and protection of children’s rights in Kosovo, which aim to implement the International Convention on the Rights of the Child , in the framework of which it has developed projects to strengthen the mechanisms for preventing violence, corporal punishment and reporting cases of violence in primary and lower secondary schools where SiV in partnership with SCiK is working, precisely in the municipalities of Pejë, Prishtina, Prizren , Mitrovica, Ferizaj, Gjilan and Gjakovë,.

Within the framework of the thematic program in the field of child protection “Our Obligation for the Future – Child Protection and the Governance of Children’s Rights”, SiV and SCiK are working to support, strengthen and increase cooperation between primary and lower secondary schools. and the actors/institutions responsible for the protection of the child in the local novel.

An important part of the program is raising the awareness and cooperation of parents/guardians, pedagogical staff, principals of primary and lower secondary schools through social dialogue with the Center for Social Work, regarding the work and importance of the PSC in dealing with cases of children with behavior violent/antisocial. The purpose of this cooperation is to create friendly and professional mechanisms in the school in the identification and treatment of children with antisocial/violent behavior in the school.

 

targets

Syri i Vizioni seeks to engage a professional (expert in the relevant field) in the organization/holding of five workshops, the initiation of social dialogue, and the drafting of a work plan related to the work and the importance of the PSC in working with children with violent behavior /asocial. To develop a concrete work plan (action plan) between schools and PSCs, which will help schools to work with children with violent/asocial behavior by facilitating the work of schools that do not they have a psychologist, how to work with these children and when they should be referred to receive professional and necessary services from the PSC.

 

Engagement of the Expert

The purpose of this engagement is the organization of five two-day workshops, between schools and PSCs, in five municipalities: Pejë, Gjakovë, Prizren, Klinë and Gjilan. To develop a work plan for each municipality (five plans) between schools and PSCs of the respective municipalities, related to work with children with violent/antisocial behavior. Also, the expert will help the schools in developing an internal database with the identified cases, in order to document the number of cases reported, the institutions where they were reported, the type of treatment or service provided and the way how the case ended. This will help in monitoring the work and commitment of the school and responsible institutions.

In addition to schools and PSCs, the Municipal Directorate of Education will also be at the workshop; of Health and Social Welfare of the respective municipalities and the Police.

 

Exit the workshops

Drafting of action plans for schools in the municipalities of Peja, Gjakova, Prizren, Klina and Gjilan, related to work with children with violent/antisocial behavior and the development of an internal school database with cases of children with violent/antisocial behavior.

Qualification and Contracting of the Expert

• Master’s level academic qualification in the fields of social sciences (social work, psychology, sociology, public policy, local/central government, human rights, etc.). PhD and professional/informal education in this would be an advantage. );
• Documentation of work experience in drafting work plans, databases and reports derived from research related to child protection and the treatment of children with violent/asocial behavior at school;
• Analytical ability to work with complex topics in simple and understandable language;
• Ability to make visual presentation of data that is easy to understand, including tables and similar graphics;
• Ability to deliver clearly written reports with concise language, in an easy-to-read format, demonstrating excellent analytical skills;
• Certificates in the relevant field and experience working with children and educational institutions and institutions mandated to protect children.

Duties and Responsibilities:

The engaged expert is expected to:

• Performs preparatory work and necessary materials for the workshop;
• Sends work methodology for approval to SiV, for holding workshops and drawing up work plans;
• Lead the one-day workshops in the five municipalities with the responsible actors (the schools with which SiV works, PSCs of the respective municipalities, DKA and DSHMS officials, staff from SiV and SCiK);
• Drafts the first draft of the work plans and database during the workshop together with the participants, incorporating their recommendations and suggestions;
• Submits the first drafts of work plans to SiV, not later than one week (7 days) after holding the workshops.
• Incorporates possible comments from the responsible staff SiV and SCiK, in the draft work plans for each school;
• Submits the final work plans to SiV not later than five working days after the comets from SiV and SCiK;
• Submits written reports to SiV no later than five (05) working days after submitting the final work plans that have been approved by SiV and SCiK.

Engagement of the Expert:

Twelve (12) days of commitment, starting from October 15 to November 5, 2018.

The commitment will be made on a daily basis, according to the following schedule:

Payment Terms:

The payment of the expert will be made according to the relevant invoice for the performance of the services, which will be issued by him/her, or prepared by SiV and signed by the Expert;

The payment will be made through a bank transaction in Euro currency.

The payment will be made after the end of the engagement, the submission of the final work plans and the narrative report and after they have been approved by SiV.

Based on Kosovo law, Syri i Vizioni is also obliged to pay tax (tax and pension) of 10% of the gross amount.

The food expenses will be covered by the organizer.
