The organization Syri i Vizioni (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier since 1999 as a Community Based Organization (CBO) in the municipality of Peja. Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse, Volkshilfe Solidaritet, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.

General information
Syri i Vizioni (SiV) in partnership with Save the Children office in Kosovo (SCiK), has been working for several years now on programs on monitoring, protection and governance with children’s rights in Kosovo, which aim to respect the International Convention for Children’s Rights and the direct involvement of children in decision-making.
Within the framework of the thematic program in the field of child protection and governance “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights” we are working with monitoring groups led by children, such as: the group “Respect our Rights ( ROR)”- and Children’s Municipal Assemblies (AKF), in 7 municipalities: Pristina, Pejë, Klinë, Gjakovë, Mitrovica, Ferizaj and Gjilani. With the aim of directly involving children in decision-making and respecting their rights based on the International Convention on the Rights of the Child and local laws.
Within the thematic program for governance with children’s rights that SiV implements through projects with Save the Children Kosovo partners – the organization of a training/workshop for children of municipal assemblies in seven (7) municipalities of Kosovo is planned: Pejë, Klinë, Pristina , Gjakovë, Ferizaj, Mitrovica and Gjilan
Regarding this issue, Syri i Vizioni seeks to engage a professional trainer (expert/academic in the relevant field) who has worked on issues related to children’s rights, which are categories protected by the Convention on Children’s Rights.

Purpose of the Training
This training/workshop is specially organized for Municipal Assemblies of children (35 members in each municipality aged 11-14 years) human rights officials/children at the municipal levels of Kosovo, of which the relevant officials from the 7 municipalities have been invited which Syri i Vizioni and Save the Children work on the establishment and strengthening of the Children’s Municipal Assemblies. The partner organization Save the Children will also participate in the training/workshop. The one (1) day training will be carried out in seven municipalities of Kosovo, Pejë, Klina, Prishtina, Gjakovë, Ferizaj, Mitrovica and Gjilan
The purpose of the training is to strengthen the role of Assembly Children, creating a sustainable plan of action of these assemblies, in order for these children to advocate for children’s rights at the municipal level through their plan and activities. Also in these workshops will be the municipal officials charged with responsibility as coordinators for children’s rights, in order for them to engage in fulfilling the obligations that are determined by their positions in the municipality and at the same time strengthening the existing capacities.

The outcomes of the training are expected to be:
• Creation of an action plan in a municipality, through the principle of participation and based on the problems identified by the children during their engagement as assemblers
• Explanation of the methodology used
• The plan will identify the needs of the coordinators in fulfilling their role, respectively in fulfilling the action plan
• The plan must be two years that will be harmonized with the objectives and plan of the national strategy for children’s rights and the municipal strategy and action plan (Child Friendly Municipality) in coordination with the children’s rights coordinator of each municipality involved .
• The plan should also address the issues or methods of children’s inclusion in municipal budgeting and the inclusion of these needs in these plans
• The plan should also address promotional work; visits and conversations with both the Coordinators and the child members of the Assembly (in order to promote their work and role) but also those with departments within the municipality for advocacy on various issues (creating the budget code, etc.)
• The plan should also determine the dynamics of data collection from children found in schools through innovative ways
• The plan should also include the exchange of experiences between the existing Assemblies of Kosovo and with a plan to exit from the exchange
• The plan should also reflect and identify the budget available to the coordinator, tools that will support the work of the Assembly
• The plan should help to strengthen the structure of the child at the local level by increasing their professional capacities in the participation of children in local decision-making and in the interaction of the activities and objectives of the national strategy for children’s rights.

Hiring the Trainer
The trainer will be engaged through a service contract with Eye of Vision under the coordination of the Finance and Administration Manager. This contract will specifically define issues that are not included in this document.

Expectations from the engagement of the Trainer:
The trainer engaged for this training is expected to:
• Prepare the necessary materials including the training methodology, compliance training agenda and prior consultation with the responsible staff of Syri i Vizioni.
• Lead the training/workshop in a general, specifically child-friendly manner, clarify relevant terms of the plan, open and guide discussions among participants, emphasizing the use of existing good practices for action plans
• Contribute as a mediator/facilitator for the children’s Assemblymen, municipal officials in drafting and clarifying the concept of the action plan and developing the plans (7 plans, one in each municipality).
• Organizes panel discussions through “brainstorming” methods, group work, individual work and presentations about the topics defined in the agenda.
• Shares the evaluation questionnaire before and after the training, to collect the inputs of the participants (the Questionnaire is made in cooperation with Syrin e Vizioni and SCIK).
• Be aware of the Code of Conduct and the Child Protection Policy

Payment Terms:
The payment of the expert will be made according to the relevant invoice for the performance of services, which will be issued by him/her, or will be prepared by SiV and will be signed by the Expert. The payment will be made through a bank transaction in Euro currency. Payment will be made upon successful completion of workshops and submission of final work plans and narrative report approved by SiV.
Also, based on the law of Kosovo, we are obliged to pay a tax of 10% of the gross amount.
Accommodation/accommodation food and transport expenses must be covered by the coach.

The trainer’s fee will include:
The commitment will be made on a daily basis, which will include the following activities:
• Familiarization with the analysis report and preparation of the work methodology for the workshop (Methodology, agenda and other necessary materials) – 1 day
• Holding one workshop each in seven (7) municipalities (Peja, Pristina, Klina, Gjakovë, Ferizaj, Mitrovica and Gjilan) – 7 days
• To draw up the first draft of the work plan for seven (7) Municipalities, one according to the specifics of the municipality in coordination with the staff of SiV and SCI, – 1 day
• Finalization of seven (7) work plans following the recommendations issued by AKF and other interest groups – 1 day
Total – 10 days

Reporting
As an essential part of the trainer’s commitment, the part of reporting is foreseen. Payment for engagement is made after satisfactory acceptance of the report sent by the coach. The completion of the questionnaire, which is worked in collaboration with the Eye of Vision and Save the Children staff, before the training and after the training (to assess the acquired knowledge) and which is shared by the trainer, is also foreseen.
Sending the written report by the trainer is mandatory after the end of the training, within one week.
