Eye of Vision aims to promote local democracy and citizen participation in Kosovo. In the continuous efforts for democratic practices, “Syri i Vizioni” has given a special role to the promotion of good governance, responsibility, transparency and public participation in decision-making.
Syri i Vizioni seeks to employ an officer for Monitoring and Evaluation within the Program “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights”, which is being implemented in the field of protection and governance of children’s rights children in Kosovo in partnership with the Kosovar office of Save the Children, and also aims to prevent violence and corporal punishment against children in any environment.
The Monitoring and Evaluation Officer is responsible for working closely with the program manager for Program Development and Quality in the thematic program leadership and with the project team to achieve effective monitoring, evaluation, impact assessment, review and reporting of the results of working with children.
In addition to working with program staff, the M&V Officer will also work with organization staff and partners; will make plans, tools, processes for data collection, analysis and reporting. The M&V Officer will lead, advise and support the capacity development of program teams and the organization to achieve expected results.

MAIN AREAS OF RESPONSIBILITY:
Monitoring and Evaluation of the Development/Management System
• Works with the program manager to ensure the implementation of Eye of Vision Quality Standards and Save the Children International Kosovo office and ensures understanding and implementation of SCI MEAL priorities and initiatives to achieve impact for children.
• Works with the responsible for Policy and Quality Development in SiV and SCI to ensure the development of innovative and effective research, monitoring and evaluation tools and mechanisms that will provide the most relevant and strategic information to manage the program.
• Assists in the preparation of country-level analytical reports on the status of children’s rights issues when opportunities arise to influence development and social policies.
• Works collaboratively to ensure effective monitoring and evaluation of program quality, using a range of monitoring and periodically reviews the plan to ensure that grant-funded programs meet MEAL requirements.
• Support thematic coordinators/specialists in the development of M&V plans/tools for all projects and the effective use of such tools for planning, monitoring and reporting, including tracking logical framework indicators to integrate impact assessment and learning into the program cycle, with an emphasis on disaggregated data.
• Undertake regular field activities independently to ensure compliance and timely implementation of planned M&V.
• The position will require traveling 40-50% of the time to the municipalities where the Eye of Vision works.
• Organizes and facilitates quarterly monitoring, process review and organized events.
• Ensures that Eye of Vision and Save the Children-supported evaluations are designed and implemented according to established quality standards and results are disseminated to stakeholders in a timely manner, in order to improve program performance and contribute to broader learning.
• Ability and willingness to change practices and work hours unexpectedly and work with newly hired staff as needed.
• Assists program teams to develop SMART results and indicators during project design and proposal development, which align with international and local indicator results for use in program measurement.
• Leads program teams to create MEAL and budget plans to ensure the collection of preliminary research data where necessary for project initiation, as well as mid-line and end-line surveys during and at the end of projects. .

reporting
• Works closely with the program manager and thematic coordinators to ensure timely preparation of internal and external reports of relevant products; verifies the accuracy, timeliness and adequacy of the information.
• Ensures compliance with recommended guidelines, formats and standards of SiV and SCI.
• Prepares consolidated annual program reports and organizes appropriate training to disseminate key achievements and lessons learned.

Qualifications and experience:
• University degree in Psychology or in any direction of social sciences or any related field / Master’s Degree is an advantage
• Relevant work experience in an NGO environment
• Ability to coordinate inter-directorate and inter-sectoral work
• High interpersonal and communication skills
• High facilitation and presentation skills
• Training skills, capacity building, counseling and mentoring
• Excellent IT skills [Microsoft Office] and other statistical software
• Ability and willingness to travel to all parts of the country
• Commitment to and understanding of Eye of Vision’s aims, values ​​and principles, including rights-based approaches
• Teamwork and self-initiative skills
• Knowledge of written and spoken English, Serbian or Bosnian language is an advantage
• Not to be convicted or under investigation for criminal offenses

preferably
– Work experience in a local non-governmental organization or similar
– Driver’s license, category B
