Projects of 2017

The year 2017 for the “Syri i Vizioni” organization is a further deepening of the work started during the past years and expansion of existing partnerships with organizations that support our work. Focusing on projects that deal with the most important issues in Kosovar society, expanding into new areas and assuming the obligations and responsibilities that are expected of us, characterize our work in 2017. As a continuation of the projects of previous years and those that have started this year, Syri i Vizioni has 15 active projects. A staff of about 20 active people have been engaged in them with a full-time office schedule, while the number of people employed by Syri i Vizoni within the projects is now almost 60 people. Since this is an election year, our organization through Democracy in Action has included hundreds of people who have joined the activities and become part of our common commitments.


Started during the past years and continued until now have been implemented:
Cooperation with Save the Children in the field of protection of children’s rights continues this year through the project “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights” in which in the municipalities of Pejë, Gjakovë, Klinë, Gjilan and Prizren “Syri i Vizioni” works in the field of Child Protection and Children’s Rights Governance.
Active citizenship, which is funded by the Olof Palme Center and SIDA, supports active citizens’ groups, women assemblymen, trade unions and rural communities in Kosovo.
The SEED project has started a new second phase for a three-year period with the aim of helping economic secondary schools in improving professional practices and connecting with businesses and the labor market.
The other project that supports schools and the adaptation of students for employment, Mismatch, with financial support from Solidar Suisse, has been completed, while this year the continuity has begun through the ProKarriera project, which supports students through career counseling and giving parents a role in this field.
The Project for the Support of Women in the region of Peja, with support from USAID/ATRC, within which the revision of municipal legislation and regulations from the aspect of gender equality was also done.
“Development of innovation and entrepreneurship in the cross-border region of Kosovo and Montenegro”, implemented in Istog and Berane by “Syri i Vizionit” and STIKK with the donor European Commission within the framework of cooperation projects between Kosovo and Montenegro.
“Empowerment of civil society in the region of Peja through the regional center of the CiviKos Platform” in the framework of which our organization within the regional center of the CiviKos platform in Peja has coordinated the activities and distribution of information for CSOs in six municipalities of Kosovo, in Peja, Klina, Istog, Deçan, Junik and Gjakovë.
“Citizen participation” in collaboration with partners The Timok Club from Serbia and Vlora Youth Center from Albania, supported by Olof Palme International with the main purpose of encouraging the active involvement of citizens in the work of CSOs and the use of innovative practices in citizen participation related to local policies and decision-making processes in Albania, Serbia and Kosovo.
The two projects aimed at supporting the Roma, Egyptian and Ashkali communities in integration and inclusion in education and society that started in 2016 have continued this year in the municipalities of Peja and Istog:
EU support in the Implementation of the Strategy for the Integration of Roma, Egyptian and Ashkali Communities 2-Education for Integration (EUSIMRAES 2) in cooperation with KFOS and with the budget of the European Union, which aims to ensure an equal access of children Roma, Egyptian and Ashkali in education in the municipality of Istog, and
“Prospect +” in the municipality of Peja continues to be implemented with the donor KFOS and aims at the awareness and integration of the Roma, Egyptian and Ashkali communities, the right to education, health.

With the good experience created in these two projects in this field, Syrti i Vizioni during 2017 was involved in two more projects that further complement the action in this sector:
The three-year project “Support in the Integration and Empowerment of Roma, Egyptian and Ashkali Returnees, through the Development of Basic Education Capacities (CDBE) Kosovo” that is implemented in the municipalities of Pejë, Istog and Klinë with the support of GIZ and aims to facilitate the integration of Roma, Egyptian and Ashkali communities in the education system, including those living in Kosovo and those returning, in particular, improving the sustainable and successful long-term participation of children in the formal education system.
The “KOSINT” project in which SiV is a partner with KEC, BSFK, RADC and is financed by the Open Society Foundation (OSF) aims to improve the access of the Roma, Ashkali and Egyptian communities to education, employment and social welfare, contributing to the fulfillment of the commitments of the Government of Kosovo through encouraging the participation of civil society organizations in the monitoring of sectoral reforms, in the development of policies and budget planning and in advocacy.
As part of Democracy in Action, Syri i Vizioni has covered two pairs of elections in 2017, the central and local elections, observing the election campaigns and election day in six municipalities in the regions of Pejë and Gjakovë.
During the year, other mini-projects were developed, such as cooperation with D4D for the realization of research on parental leave for gender equality, with GAP for research on the realization of the promises given during the campaign by the mayor of the municipality, and the project as part of the SPRC for the prevention of extremism violently.
From the internal body of the organization, SiV held its annual assembly, renewed the membership list and increased the number of activists. In joint activities with partner organizations and groups of citizens, it has pushed forward processes that have contributed to the communities wherever they live, while our doors have been open and welcomed all those who have felt a need for changes in their country. so that a choice is jointly required.

"Democracy in Action" - local elections 2017

The purpose of the project: "Democracy in Action" was established with the purpose of monitoring the parliamentary and local elections organized in November 2007, as well as with the purpose of raising the awareness of citizens to participate in the elections. In addition to the organization "Syri i Vizioni" part of the coalition "Democracy in Action - Elections 2017" there are 10 non-governmental organizations in Kosovo

Beneficiaries: The direct beneficiaries are the entire population of Kosovo. In particular, a number of people who have been involved in the process as monthly and daily monitors have benefited from training on the electoral process and system in Kosovo.

Implementation of the project: The activities include the overall monitoring of the electoral process: monitoring of the one-month party campaign, election day, voting and counting of votes on election day and during the run-off in six municipalities and the publication of early results in the municipalities of Pejë and Gjakovë .

Project achievements:

• Monitoring of hundreds of election activities during the campaign period and regular reporting on a daily basis;

• Holding press conferences with reports on problems and irregularities encountered during monitoring,

• Monitoring of election day, voting and counting of votes in six municipalities; runoff in four municipalities of the region;

• Announcement of the preliminary result a few hours after the closing of the boxes;

• Engagement of 10 long-term observers (LTO) for a period of two months;

• Engagement of over 350 short-term observers (STO) on election day;

• Organization and holding of over 50 trainings for STO for a period of 10 days;
Promoting civil society engagement against violent extremism

The purpose of the project: The engagement of civil society at the local level and community-oriented initiatives represents the prevention of violent extremism in Kosovo.

Beneficiaries: The direct beneficiaries are the students of lower and secondary schools and students. Part of the beneficiaries are also: municipal officials, officials from the court, the prosecution and the police, groups of women, youth and the media, etc. as well as the entire Kosovar society

Realization of the project: The Research Center for Security Policy - SPRC in cooperation with ten non-governmental organizations in 5 municipalities of Kosovo: Pejë, Mitrovica, Gjilan, Ferizaj and Kaçanik, has started joint commitments to strengthen the role of civil society, meetings in the community, contributing to the implementation of the strategy and monitoring the implementation of the Strategy for the Prevention of Violent Extremism and Radicalism that Leads to Terrorism 2015-2020.

Project achievements:

• Establishment of the Civil Society Network against Violent Extremism SPRC and 10 organizations from Peja, Gjilani, Mitrovica, Ferizaj and Kaçanik decide on joint activities.

• Raising awareness of public opinion on manipulative ideologies and the danger they present

• Organizing activities/meetings with local groups that have a role in preventing violent extremism and promoting tolerance

• Monthly reports with recommendations for activities

• Meetings and visits to religious institutions in Peja and encouraging and promoting inter-religious tolerance

• Lecture for students and high school students on the dangers of violent extremism in Kosovo

Purpose of the activity:

Informing citizens about parental leave for gender equality and carrying out a survey with citizens about their readiness for shared parental responsibility. Parental leave for gender equality should be a topic of debate, first of all the women assemblymen who are expected to push it forward as a process. It would also affect women's NGOs by activating them more in sensitizing citizens with special emphasis on their focus groups. Also in the children to install in them a different culture of thinking about the division of responsibilities in married life.

Beneficiaries: Citizens, students, Peja, Deçan, Istog, Junik Women's Assembly Groups, Civil Society, Children's Assembly, OSCE and Media.

Realization of the project:

A research with questionnaires will be done with about 100 citizens, men and women, regarding parental leave. A questionnaire will be prepared with instructions from SiV and will be carried out by volunteers. After the research, a conference is planned where the findings will be published and then debated by those present. Activity Achievements:

• Raising awareness about the importance of parental leave and the involvement of fathers in caring for children and opening the debate in society on this topic.

• Realization of a research with questionnaires with about 100 citizens, men and women, related to parental leave.

Active Citizenship
Project Title: Active Citizenship Kosovo

Duration: 12 months (January 2017 - December 2017)

The purpose of the project: The project aims to activate citizens at the local level to influence the development of the community's capacities, to organize themselves to improve their livelihoods, and to be an integral part of decision-making at the municipal level.

Beneficiaries: Representatives of the local councils of the municipalities of Pejë, Istog, Klinë, Deçan and Rahovec, formal and non-formal women's groups, women assembly members, youth groups, deputies of municipal assemblies, officials of institutions, trade unions, businesses and other actors who work in this field as well as all citizens of Kosovo.

Realization of the project: The Active Citizenship project is focused on supporting, strengthening and raising the capacities of these groups of actors in the community, non-governmental organizations, groups of young women, so that these groups have the opportunity to create self-initiatives to be part of decision-making. , and monitoring officials in improving communication between officials and the community. As another mechanism to help the chairmen of local councils and other interest groups, the auxiliary and advisory office continues to function, which helps any individual, formal or informal group, in writing requests, complaints or project ideas to address to the institutions . While another advocacy tool that serves to distribute information to citizens is the website www.aktivizohu.org, through which a lot of information is distributed on how to develop an active citizenry, issues are published or even their solutions are published with the initiative of citizens and residents in the various municipalities of Kosovo also have access through this. The activities of this project this year are also focused on strengthening the role of women in decision-making processes, supporting them with small grants, for which there are five (5) grants in total.

Achievements:

• Workshop with the heads of the councils to list the priorities facing the community.

• Media conference to promote the help office, what this office has offered and can offer in the future, how much it has helped institutions and citizens and other interest groups, including civil society.

• Workshop with the officials of the information offices of five municipalities, on the importance of timely information to citizens and information instruments.

• Sustainable development and active participation of women in decision-making, by drawing up work plans, and supporting five non-formal women's groups with small grants, for the protection of women's rights, strengthening their role in decision-making processes , with the support of women assemblymen of these municipalities where the project is implemented.

• Meeting with union representatives, to identify their needs and the possibility of empowerment.

• Meetings with trade union representatives and businesses for the possibility of cooperation.

• Visits of trade union representatives to businesses to inform workers about the importance of trade union organization.

• Preparation of a newsletter for informing workers about the labor law and workers' rights as well as the trade union organization law.

• Work plans and strategy for unions and union empowerment.

• The website www.aktivizohu.org as an informative, advocating and exchanging good experiences of the initiatives itself, directly for citizens throughout Kosovo.

SEED Step II Kosovo - Support of Educational and Employment Development
Project Title: SEED Step II Kosovo - Support of Educational and Employment Development

The purpose of the project: To contribute to the strategic development of the labor market, a contribution to the reduction of poverty and gender equality in these countries, the promotion of sustainable partnership for the creation of an active labor market framework at the local level and access to formal employment; supporting young people and women for employment, facilitating between the public and private sectors, promoting employment or self-employment under fair working conditions and raising awareness of gender equality. Beneficiaries: This program benefits students, especially women, in secondary economic schools - the direction of tourism in the Dukagjin region, but the project includes all actors of tourism in this region. The community in the municipalities of Pejë, Prizren and Gjakovë also benefits with the improvement of the situation in the field of employment in tourism, enterprises and businesses.

Implementation of the project: The three-year program in Kosovo is implemented by the organization "Syri i Vizioni" and focuses on promoting sustainable partnership that leads to the creation of an active labor market framework at the local level and access to formal employment. Special attention has been given to young people and women through: employment support, facilitation between the public and private sectors, strengthening of partner organizations, expertise and knowledge transfer, promotion of employment or self-employment under fair working conditions and awareness raising for gender equality.

Achievements:

• Creation of the local employment group in the municipality of Peja and Gjakova and approval by the municipal assemblies.

• Exchange of regional experiences in education and employment, participation in activities of municipal officials of Peja in Šabac, Serbia to see the functioning of vocational schools and the functioning of the local group for employment in this municipality.

• Study visit to Estonia for all project partners to see the functioning of social enterprises in these countries, and the cooperation of vocational schools with businesses.

• Signing three-year cooperation memoranda with the municipality of Prizren and Gjakova for the implementation of the SEED project and the creation of joint groups for the implementation of the project

• Awareness campaign for the participation of women in professional education and the commitment of a company that will engage in campaigns throughout three years.

• Activities at the central and local level in dialogue and workshops that are organized around the project, contributing and developing local strategies for the employment of young people and women, meetings and conferences to coordinate and address the work between the interested parties from the local level in the central one.

• Support for education in the implementation of the strategy for cooperation between businesses and vocational secondary schools in the hospitality and tourism sector: Improving the quality of education within existing curricula, revising curricula for existing profiles or elaborating new curricula for additional profiles as well as overcoming gender barriers in the hospitality and tourism industry.

• Support for local businesses with expertise in the development of tourism products, the creation of cooperation between institutions and businesses for the acceptance of students in professional practices.

• Capacity building through professional trainings on different topics by local and international experts.

• Great support for the facilitation of the choice of problems foreseen by the actors, as well as in the facilitation of the creation of the system for conducting internships for students of hotel management and tourism in the actual businesses in the municipalities where the project operates.

ProCareer
Project name: ProKarriera

The purpose of the project: The goal of the project is to improve the career and employment opportunities of young people by distributing to them and their families as much information as possible about careers and education in Kosovo, the involvement of parents in this process, as well as support for the education system to adapts to the needs of the labor market.

Beneficiaries: Direct beneficiaries are around the students of lower secondary schools, from grades 6-9 in Kosovo, together with their families. The specific beneficiaries are about 1700 9th grade students in the municipality of Peja who, together with their families, receive the guides for the schools of Peja, about 120 parents involved in career-related workshops and visits, about 80 teachers involved in career counseling, central and local institutions of education.

Realization of the project: The project is the continuation of the six-year project "Mismatch" and helps education in adapting to the labor market and preparing students as best as possible for this market. The experience created in the region of Peja aims to be transferred to the central level by offering the Ministry of Education support for the implementation of the career guidance course in Kosovo schools. This was done through trainings directly with the teachers of Kosovo as well as through supporting the process of drafting a strategy for communication with parents on career issues. At the local level, there is monitoring and mentoring of the teachers who were trained last year in Deçan and Klinë, as well as an analysis of the needs of these schools, which, together with the recommendations, is submitted to the Municipal Directorate of Education. Whereas in the municipality of Peja, in cooperation with all the actors who are coordinated in a local group, the needs are identified and concrete steps are taken to realize them. At the same time, the first groups of parents and informative and awareness-raising activities for parents about careers are created

Project achievements:

• Coordination of a local group composed of all stakeholders from the municipality, schools and business, drawing up a document on the analysis of the needs in the sector, Intervention in the needs in the career education sector identified by the group

• Training for career orientation with teachers of about 80 pilot schools of the curriculum at the level of Kosovo

• Support for the Ministry of Education for the design of the communication strategy with parents for career guidance

• Drafting of guides for the secondary vocational schools of Peja, its distribution to about 1700 ninth grade students

• Meetings with parents in lower secondary schools, discussing careers, organizing meetings and visits to vocational secondary schools

• Monitoring the implementation of Career Orientation in the municipalities of Klinë and Deçan, workshops with certified teachers in two municipalities, research with students, drafting of the monitoring report with recommendations.
Kosovo integration initiative 2020 (KOSINT 2020)

The purpose of the project: This project aims to improve the access of the Roma, Ashkali and Egyptian communities to education, the local market and social welfare services by contributing to the implementation of the relevant commitments made by the Government of Kosovo, in the form of sector reform policies. which focus on education, employment and social welfare. By overseeing sectoral reforms and influencing the development of policies and budget planning, the Consortium contributes to the implementation of the proclaimed policies and consequently to the inclusion of Roma, Ashkali and Egyptian communities in society.

Beneficiaries: The main beneficiaries are the Roma, Egyptian and Ashkali communities, the state and civil society institutions that deal with these communities, including the Government of Kosovo, namely the entire Kosovar society.

Our Commitment to the Future - Child Protection and Child Rights Governance
Project Name: "Our Obligation to the Future - Child Protection and Child Rights Governance"

The purpose of the project: The Eye of Vision within this program will work on two topics in the field of Child Protection and Children's Right Governance. In the field of Child Protection, it will affect the creation of the legal infrastructure that protects children and prohibits violence and corporal punishment against children in any environment, as well as the professional development of institutions mandated to protect children to provide quick services. and professional. In the field of Governance, Children's Rights will work with the children of the RoR monitoring group and the Children's Assemblies in strengthening their role in drafting policies and their participation in decision-making at the local and national level.

Beneficiaries: Beneficiaries are all the children of Kosovo without ethnic, religious, racial, gender or disability differences, institutions at the local and national level that are mandated to protect children and govern their rights, children's assemblies, schools and teachers' parents as well as CSOs that work with children.

Implementation of the project: In the field of Child Protection, the project will be implemented in the municipalities of Pejë, Klinë, Gjakovë, Prizren and Gjilan, while in the area of ​​Governance, the rights of children will be worked on in the municipalities of Pristina, Pejë, Prizren, Klinë, Gjilan. , Gjakovë, Mitrovica and Ferizaj.

Project achievements

• Local institutions are functional in identifying cases of violence and child protection. They have established mechanisms for reporting and preventing cases of violence both inside and outside the school, while teachers and parents also use alternative methods of educating children.

- Creation of child-friendly mechanisms for reporting school violence

- An analysis (Baseline Study) regarding the mechanisms for reporting violence in schools;

- Drafting an assessment of violence reporting mechanisms;

- Poster signature action. SiV will use the "Cluster Schools" approach, which will start the poster signing action;

- About 400 parents and 150 teachers trained in positive discipline;

- Developing the capacities of the officials of the Center for Social Work to identify and manage cases of violence as well as to provide better quality services for children;

- Workshop for the preparation of the work plan for the Directorate for Health and Social Welfare for the prevention of child and family abuse;

- Initiation of social dialogue between schools, parents, PSCs and the Police for the identification of children with antisocial behavior in schools and their resocialization in school and family;

- Drafting of the Unique Code of Conduct, signing of the Memorandum of Understanding with the directorates of education in the municipalities of Kosovo;

• Advocacy for the development of the legal infrastructure and functional system for the protection of children from violence and corporal punishment with the participation of NGOs, children and other actors

- The commitment to include recommendations on the prohibition of corporal punishment in the adoption of the Law on the Protection of Children;

- Drafting and printing of the informative brochure for the deputies of the Assembly of Kosovo and the general public;

- Supervision of the implementation of the Law;

• Strengthening the capacities in the field of advocacy and lobbying for children of the ROR Group and AKF, as well as strengthening the role of children in increasing the accountability of institutions and the direct involvement of children in the planning and implementation of local and national policies

- The renewal of the ROR group with new members trained in the monitoring of the KNF and the capacities are developed based on their needs;

- Creation and support of independent children's supervision groups through cooperation with the Ombudsman;

- Periodic meetings between ROR and Municipal Children's Assemblies;

- Strengthening the communication platform of the AKF internet and using it as a communication mechanism where children will periodically ask questions to the position holders in order to push them to answer the questions;

- Publication of a legal study on the legal mechanisms of structuring children at the local level;

- Drafting and supervision of the work plans of the Children's Municipal Assemblies;

• To make participation a reality through advocacy - involving children in decision-making

- Lobbying to become part of the Commission for the verification of school textbooks: SiV in cooperation with ROR will organize meetings with MEST and other government actors to ensure that they are part of the verification of school textbooks;

- The Association of Municipalities together with ROR promotes the draft regulation for the inclusion of children in planning and budgeting in two municipalities;

- Lobbying/Meetings for the results of "New Voices";

- The strategy of children's rights coordinators, which foresees the participation of children in decision-making, has been drawn up (this activity will be designed after the legal analysis);

- Marking of the International Day of KNF and International Children's Day in seven municipalities;

Project goal: The overall goal of this project is to facilitate the integration of Roma, Egyptian and Ashkali communities into the education system, including those living in Kosovo and those returning. In particular, the project aims to improve the sustainable and successful long-term participation of children in the formal education system.

Beneficiaries: About 500 children (about 200 Albanians and 300 Roma, Egyptian and Ashkali) will benefit from supplementary education, mentoring and educational achievements. The same Roma, Ashkali and Egyptian children will benefit from school bags and other teaching aids. Among other things, from 200 to 300 Roma, Ashkali, Egyptian and Albanian students will engage in intercultural school activities from a total of 3600 students registered in the 6 respective schools.

Realization of the project: The project is realized through annual awareness campaigns, the opening of 6 learning centers for the students of the Roma, Egyptian and Ashkali communities, the training of 18 tutors who will work with the students in these centers, the renovation and equipment of classrooms in the centers of teaching, providing individual mentoring-assistance in doing homework for Roma, Egyptian and Ashkali children, supplying school material for Roma, Egyptian and Ashkali children in these 6 learning centers, organizing intercultural events at the school level and in 6 learning centers, psychosocial support near these learning centers, training of mediators, mediation with municipal authorities, summer camp 2017, lobbying and advocacy activities for the inclusion of integrative measures in local plans for the co-financing of project activities as well as advocacy campaigns in community.

Project achievements:

- The opening of supplementary education classes in 6 primary schools in the municipality of Peja, Kline and Istog, their renovation and their supply with modern materials for the holding of supplementary education in the schools of Zahaqi, Siga, Kličina, two schools in the city of Klina and one in Zallq of Istog;

- Training of 18 tutors (educators) for the development of supplementary education with about 25 students from the Roma, Egyptian and Ashkali communities in the respective schools;

- Realization of annual awareness campaigns about enrollment in first grades and the importance of education for children of the Roma, Egyptian and Ashkali communities;

- Providing individual mentoring help with homework for students participating in supplementary education;

- Supply of school material for Roma, Egyptian and Ashkali children, participants of supplementary education (distribution of school packages-bags)

- Organization of intercultural events at school level in 6 schools of supplementary education classes;

- Psychosocial support for children in the 6th grade of supplementary education;

- Training of mediators;

- Mediation with municipal authorities in social issues, health, etc

- Development of the two-week summer camp 2017 (held in July-August);

- Development of advocacy and lobbying activities for the inclusion of integration measures in local plans for the co-financing of project activities;

- Development of advocacy campaigns in the community.
