The organization Syri i Vizioni (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier since 1999 as a Community Based Organization (CBO) in the municipality of Peja.
Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse, Volkshilfe Solidaritet, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.
General information
Syri i Vizioni, in partnership with Save the Children office in Kosovo, has been working for five years on programs on the monitoring and protection of children’s rights in Kosovo, aimed at respecting the International Convention on the Rights of the Child, in within which he has developed projects to strengthen the mechanisms of preventing violence, corporal punishment and reporting cases of violence in the schools of the municipalities of Pejë, Prishtina, Prizren, Mitrovica, Ferizaj, Gjilan and Gjakovë.
Within the framework of the thematic program in the field of child protection “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights”, work will be done on the prevention of violence and corporal punishment against children in any environment, the creation of mechanisms or child-friendly and reliable instruments to report cases of violence, as well as raising the awareness of institutions and the whole society about the Law on Child Protection and reporting such cases.
An important part of the program is the raising of the professional capacities of the institutions, whose mandate is to protect children and provide the most professional and timely services, based on concrete action plans for the protection of children and families from abuse.

targets
Within this field, Syri i Vizioni seeks to engage an expert-professional (expert in the relevant field) for the drafting of the work plan for the protection of the child and family from abuse for the Directorate of Health and Social Welfare in the municipality of Peja.

Purpose of the Workshop
The purpose of this commitment is the drafting of the work plan “Protection of the child and family from abuse” for a period of three years for the Directorate of Health and Social Welfare in the municipality of Peja, which also includes the Center for Social Work. This plan should be compiled to help these institutions take concrete actions to protect the child and the family from any kind of abuse. The plan should include the creation of practical mechanisms of immediate response to cases of violence against the child and the family, where the best interests and safety of the child and the family are always protected.
In addition to the Directorate of Health and Social Welfare, officials from the Center for Social Work, the Kosovo Police, the Courts, the Prosecutor’s Office and other governmental and civil society institutions, which mandate the protection of children in the municipality of Peja.
Exit the workshop
The first draft of the Work Plan “Protection of the child and family from abuse” will be compiled for the Directorate of Health and Social Welfare in the Municipality of Peja. The draft must then be presented by this directorate to the municipal assembly of the municipality of Peja, to receive the comments and suggestions of the assembly members, to then go into public discussion and be sent back to the municipal assembly for approval.

Qualification and Contracting of the Expert
– University Degree in Law or Social Sciences or similar to these two professions
– Documentation of work experience in drafting work plans
– Certificates in the relevant field and experience working with children and families will be an advantage
The expert will be engaged through a service contract with the Eye of Vision – under the coordination of the Finance and Administration Manager. In this contract, the points which are not included in this document will be specifically defined.

Duties and Responsibilities:
The engaged professional expert is expected to:
– Performs preparatory work and necessary materials for the workshop;
– Sends the work methodology, which will be used for drafting the work plan;
– Lead the two-day workshop with the responsible actors (Directorate of Health and Social Welfare, Center for Social Work, Kosovo Police, Court, regional office of the Ombudsperson, NGO);
– Draw up the first draft of the work plan, in coordination with the staff of SiV and Save the Children office in Kosovo, and submit this draft on time, which will be presented to the DSHMS in the municipality of Peja;
– Participate in the session of the municipal assembly in the municipality of Peja and make the presentation of the work plan when it is sent for approval by the DSHMS to the municipal assembly of the municipality of Peja;
– Incorporates into the work plan the recommendations and suggestions made by interest groups (municipal assembly, citizens, civil society organizations, school principals, etc.);
– Finalizes and submits the work plan no later than one week (7 days) after holding meetings with interest groups;
– Submits the written report to SiV ten (10) days after finalizing and submitting the final work plan.

Engagement of the Expert:
The commitment will be made on a daily basis, which will include the following activities:

– Preparation of all materials and workshop agenda – 1 day

– Holding the workshop and drafting the first draft of the work plan – 2 days

– Preparation and submission of the first draft of the work plan and the written report after the workshop – 1 day

– Presentation of the work plan, in cooperation with the DSHMS, before the Municipal Assembly of Peja; Incorporation of comments into the plan; Finalization and submission of the final plan to Syri i Vizioni – 1 day

Total: 5 days

Payment Terms:
– The payment of the trainer will be made according to the relevant invoice for the performance of services;
– Payment will be made through two bank transactions in Euro currency.

The first payment is made after the end of the workshop and the submission of the first draft work plan, as well as the written report. The second payment is made after the finalization of the work plan and timely delivery, as well as the delivery of the final report, which summarizes all points of this commitment.
The expert’s fee will compensate for the work performed in:
– Commitment to the organization of the workshop (including all necessary details);
– Pre-preparatory work and necessary materials for the workshop;
– Compilation of the work plan;
– Writing the final report.
Based on Kosovo law, Syri i Vizioni is also obliged to pay tax (tax and pension) of 10% of the gross amount.
– The costs of sleeping/accommodation and food will be covered by the organizer.
Reporting:
As a fundamental part of the expert’s commitment, the part of reporting is foreseen. The first engagement payment is made upon satisfactory acceptance of the first draft plan and the written report, which are sent by the engaged expert. The second payment is made after the acceptance of the final draft of the work on the protection of the child and the family from abuse and the written report.
The sending of the written report by the engaged expert is mandatory after the completion of all the activities described above, within the 10-day deadline.
