Engagement of an expert-professional for the drafting of work plans for the governing councils in 10 elementary and lower secondary schools for the prevention and addressing of cases of violence against students in schools

The organization Syri i Vizioni (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier since 1999 as a Community Based Organization (CBO) in the municipality of Peja. Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse, Volkshilfe Solidaritet, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.

General information
Syri i Vizioni (SiV) in partnership with Save the Children office in Kosovo (SCiK), has been working for several years now on programs on the monitoring and protection of children’s rights in Kosovo, which aim to respect the International Convention on Children’s Rights, within which it has developed projects to strengthen the mechanisms for preventing violence, corporal punishment and reporting cases of violence in the schools of the municipalities of Pejë, Prishtina, Prizren, Mitrovica, Ferizaj, Gjilan and Gjakovë.

Within the framework of the thematic program in the field of child protection “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights”, work is being done on the prevention of violence and corporal punishment against children in any environment, the creation of mechanisms or instruments friendly and reliable towards children to report cases of violence, as well as raising the awareness of institutions and the whole society about the Law on Child Protection and the responsibilities arising from this law.

An important part of the program is to raise the capacities of primary and lower secondary schools in the prevention of violence against students, through the strengthening of the mechanisms that schools have and the strengthening of their governing councils, as key actors for the creation of friendly mechanisms for the prevention of violence in schools.

targets
Syri i Vizioni seeks to engage a professional expert (expert in the relevant field) to hold workshops for the compilation/drafting of the work plan for the governing council of the schools regarding the actions that must be taken to prevent violence. This work plan will be based on the findings of the research reports “Baseline Study” and “Report on friendly mechanisms for addressing violence in schools” carried out during the past year in primary and lower secondary schools by our organization.

Engagement of the Expert
The purpose of this engagement is to hold five workshops with the Governing Councils of primary and lower secondary schools in five municipalities of Pejë, Prizren, Klinë, Gjakovë and Gjilan, namely Ramiz Sadiku and Xhemail Kada schools in Pejë, Zekeria Rexha and Yll Morina in Gjakovë. , Ibrahim Fehmiu and Haziz Tolaj in Prizren, Sisters Qiriazi and Ismet Rraci in Klina, as well as Selami Hallaqi and Thimi Mitko in Gjilan. As a result of the workshops, the drafting of the action plan for these schools in the prevention of violence against students is required.

Required qualification:
• University degree in the department of Pedagogy or Psychology, Work and/or Social Welfare, or a similar field in social sciences (Master’s qualification and professional/informal education in this field is an advantage);
• Documentation of work experience in the drafting of work plans and reports derived from researches related to the protection of children from violence;
• Knowledge of the principles of children’s rights based on the CRC and the UN;
• Good writing and speaking skills in Albanian and English.

Duties and Responsibilities:
The engaged expert is expected to:
• The preparation of the work plan, including the methodology, for this commitment and the development of the necessary materials for the workshop, based on the findings of the “Baseline Study” and “School-friendly mechanisms for reporting violence against children” developed by SiV;
• Leading the one-day workshop in each of the five municipalities with the responsible actors (School Governing Councils and DKA officials, staff from SiV and SCiK) and drafting the first draft of the work plan with the recommendations and suggestions of the participants;
• Submission of the first drafts of the work plans to the SiV, no later than seven (7) days after holding the workshops for review by the SiV and SCiK;
• Submitting the final work plans for approval to the SiV no later than three (3) working days after receiving the comments;
• Submission of the written report to SiV no later than five (5) working days after submitting the final work plans approved by SiV and SCiK.

Engagement of the Expert:
The expert will be engaged through a service contract with the Eye of Vision – under the coordination of the Finance and Administration Manager. In this contract, the points which are not included in this document will be specifically defined. The commitment will be made on a daily basis, which will include the following activities:

Tasks and duration:
Familiarization with reports and preparation of work methodology for the workshop (Methodology, agenda and other necessary materials): 2 days
Holding workshops in five municipalities (Pejë, Prizren, Klinë, Gjakovë and Gjilan): 5 days
Drafting and Finalization of Work Plans: 2 days
Preparation and submission of the narrative report: 1 day
Total: 10 days

Payment Terms:
The payment of the expert will be made according to the relevant invoice for the performance of services, which will be issued by him/her, or will be prepared by SiV and will be signed by the Expert. The payment will be made through a bank transaction in Euro currency. Payment will be made upon successful completion of workshops and submission of final work plans and narrative report approved by SiV.

Based on Kosovo law, Syri i Vizioni is also obliged to pay tax (tax and pension) of 10% of the gross amount. The food expenses will be covered by the organizer.

• A draft proposal on the work methodology for this commitment, including the planning of the development process of the relevant documents;
• A letter of interest presenting the reasons that he/she is suitable and has knowledge and experience in similar fields;
