Projects of 2010

During 2010, the organization achieved the biggest increase in projects, in staff and in the budget realized within the year. With serious projects, a permanent staff has been engaged who has worked full-time, which during the year has exceeded 15 people, while the full annual budget has been close to 400,000 euros. In the activation of volunteers in various forms, hundreds of volunteers have been engaged, of which more than 600 volunteer observers have been engaged with daily payments only through Democracy in Action. Nearly 15 long-term projects have been implemented, and many more in partnership, activities and campaigns have been developed, actions with voluntary work and existing partnerships have been strengthened by supporting other organizations with the common goal of strengthening civil society.

During this year, the organization has expanded its activity in legislation at the national level. The partnership of a year ago with ISC/USAID for the impact on the Law on forests has continued this year, this time with the Law on Waste, projects that have required activities throughout the territory of Kosovo.

With the budget from various projects, Syri i Vizioni has been active in supporting organizations and the community with the support of initiatives and mini-grants. Within the framework of the program for strengthening civil society, 8 initiatives of NGO councils in the municipalities of the region, 4 initiatives of the Serbian and Egyptian communities, 3 mini-projects of youth organizations in Kosovo, Serbia and Bosnia, 3 best plans of business in the Prizren region, etc. that have strengthened the mini-grants allocation part of the organization.

The existing networks of the organization have been continued with activities for their strengthening. In the framework of Democracy in action, the campaigns and central elections of Kosovo in November were monitored, but also the extraordinary elections in Istog, then in Rahovec, Gjilan and Prizren and in the second round the elections in Skenderaj, Drenas, Malishevë and Deçan.
During this year Syri i Vizionit within the initiative for COMRA (initiative to create a mandate for a regional commission on the truth in the countries of the former Yugoslavia) has had commitments in several directions at the local level, but also at the level of Kosovo and regional, with activities at the local level and participation in some activities held outside Kosovo. As the secretariat of the MOBKOS project, SiV during the year has developed the cycling campaign in Peja for the first time. As part of the Propeoace platform, the conflict prevention project has been continued.
Together with a group of organizations, SiV was the founder of the environmental network Eko Lëvizja, within which several projects and campaigns were carried out.

The projects started in 2009 have also been continued: the project for strengthening civil society (EIDHR), for strengthening the KKSB (with EWMI), partnership with DRC for return and reintegration, increasing the supervision of law enforcement (with FIQ), projects of the rural perspective, social dialogue in the dairy sector and for youth (with SLA) and many debates, conferences and other daily activities carried out in partnership.
In order to strengthen and raise the capacities of the organization during the year with external consultancy, the organization’s regulations were reworked and branding was completed, which completed the further profiling of the organization.

Research of the capacities for parking vehicles in the city of Peja
Project Title: Research of vehicle parking capacities in the city of Peja

The purpose of the project: The purpose of this project was to research the capacities of parking lots in the city of Peja, to identify illegal parking lots, which are used by vehicle drivers, as well as to draw up scenarios for the problems and capacity that the city has for parking vehicles.

Beneficiaries: The beneficiary of this project was the directorate for urbanism in the municipality of Peja, where through the experts engaged by the project, a video scenario was developed about the problems and burdens that exist in parking lots in the city of Peja, and recommendations for interventions were given.

Realization of the project: The project was realized by a group of volunteers, who had maps and the places designated as parking lots for vehicles, where they recorded these parking lots, the number of vehicles in the parking lot, the measurement of the cars that were parked illegally on the streets, etc. After the research, the data on the capacity of the parking lots in the city of Peja, how many are used by the citizens and what should be the measures to be taken by the authorities in solving the problems have been placed on the map.

Activities and Results:

• Designing a database with data on the city's capacity for parking spaces for vehicles

• Authorities have data on illegal parking lots and their distribution across parts of the city.

• The Municipality of Peja has worked out the problems with parking lots and presented them on the map and they are used for planning purposes.

• The Municipality of Peja is informed about the behavior of participants in traffic/parking lots, and has the opportunity to organize awareness campaigns/campaigns.

"Democracy in Action" – Elections 2010
Project Title: "Democracy in Action" – Elections 2010

The purpose of the project: "Democracy in Action" was established with the purpose of monitoring the parliamentary and local elections organized in November 2007, as well as with the purpose of raising the awareness of citizens to participate in the elections. After that, the elections of 2009 and 2010 were also monitored, as well as the repetition and early elections in some municipalities of Kosovo.

Beneficiaries: The direct beneficiaries are the entire population of Kosovo, the voters but also the political subjects. In particular, a number of people who have been involved in the process as monthly and daily monitors have benefited from training on the electoral process and system in Kosovo.

Realization of the project: Activities include the overall monitoring of the electoral process: monitoring of the one-month campaign of political parties, election day, voting and counting of votes on election day and during the run-off and the publication of early results in 5 municipalities of the Peja region , as well as the extraordinary elections in Istog and Rahovec and the repeat elections in the municipalities of Drenas, Skenderaj, Malishevë and Deçan.

Activities and Results:

• Monitoring of over 500 election activities during the 2010 central election campaign period

Help in the implementation of MOBKOS II

The purpose of the project: This project aims to increase the awareness of citizens and institutions in relation to urban mobility

Beneficiaries: Direct beneficiaries are the municipalities and the Ministry that collect the information they need related to spatial planning, and receive the suggestions and ideas of experts related to urban mobility; organizations and activists dealing with the environment and urbanism; and finally the citizens of Peja through the promotion of the campaign for the use of bicycles and parking lots in order to ease urban traffic.

Realization of the project: The project is a continuation of the MOBKOS 1 project, while at this stage Eye of Vision has the role of the program secretariat, to maintain contacts with partners and beneficiaries. Part of the work has been the creation and maintenance of a website called MOBKOS which serves as a national platform for urban mobility in Kosovo and articles, studies and opinions related to urban mobility in Kosovo have been published in it. The mink was also responsible for holding national conferences on urban mobility, carrying out campaigns for parking lots and raising awareness among the population about the development of urban mobility.

Activities and Results:

• Management of the website of MOBKOS through the realization of the call for the call for the drafting of 50 articles from the field of urban mobility

The purpose of the project: The project aims to influence the functioning of institutional accountability mechanisms and to involve citizens in the evaluation of the functioning of security and justice institutions. In the field of security, the project deals with topics from the field of organized crime (trafficking in people, economic and financial crimes, and the fight against narcotics), while in the field of justice, the project focuses on providing access to justice for citizens and the development of institutions justice. Work on this project included the drafting of studies and analyses, organizing public debates, and ongoing advocacy to institutions, non-governmental organizations, and the media.

Beneficiaries: Beneficiaries of this project are all the citizens of Peja, as they have been provided with a lot of information about how the law is being implemented in Kosovo and what the institutions have done in combating various negative phenomena. Also, through this project, citizens have had the opportunity to demand more accountability from the institutions for the work they do in establishing order and security in the city of Peja. Also the beneficiaries of this project have been the institutions of justice, the municipal institutions, the police of Kosovo and civil society, since through this project some deficiencies that existed in the implementation of the law and the fight against various negative phenomena have been identified, increasing the cooperation of these institutions and coordination best of field activities.

Realization of the project: During the realization of this project, continuous meetings were held with the relevant institutions throughout the months, then numerous interviews were conducted with citizens and after the interviews were completed, analyzes were made that preceded the holding of debates on certain topics. In these debates, the results of the research were presented, discussing the achievements of institutions in the rule of law and in the fight against negative phenomena. Recommendations have emerged from the debates, which have helped the institutions to better coordinate their activities and increase cooperation with citizens.

"Rural perspective"
Project Title: "Rural Perspective"

The purpose of the project: Rural Perspective aims to improve rural living conditions and promote sustainable economic development in Western Kosovo, as well as encourage farmer organizations to develop innovative ideas and provide better services to their members. RURAL PERSPECTIVE is a joint initiative of the NGO Syri i Vizioni based in Peja and Swiss Labor Assistance in Kosovo.

Beneficiaries: The direct beneficiaries of the project are the members of the ten farmer organizations that passed the second stage of the business plan competition, who participated directly in the compilation of the business plan and in the organized workshops, also the direct beneficiaries are the members of the three organizations that have been selected as the organizations with the best business plan by the neutral jury and their plans have been supported by the project. Indirect beneficiaries are the families of farmers living in rural areas.

Realization of the project: In order to support the initiatives of non-profit organizations in rural areas, NGOs from the municipalities of Prizren, Gjakova and Rahovec have been invited to participate in the competition "the best farming organizations in Western Kosovo 2010". About 22 organizations and NGO networks have applied with a business idea, and a local jury representing the private sector, authorities and civil society has selected ten ideas that move on to the second stage of the competition. Organizations that passed the second stage were offered 44 workshops for the five chapters of the business plan (Vision and Strategy, Market and Marketing, Organization and Management, Finances and Risks, including business plan writing and presentation), which were attended from 262 participants. The jury composed of 14 members who came from local institutions such as banks, civil society, universities, financial institutions and local authorities awarded three associations: Association of widows "Krusha" with the business plan for the preservation of peppers and homemade ajvar as Bio products; Association of Women Farmers "Krusha e Vogel" with the investment project in opening a collection point in the region of Has, as well as the third winner was "Saturni" for the apple irrigation technique.

Activities and Results:

• The compilation of nine business plans as well as the business plans compiled by the associations have provided for the employment of 21 workshops, not taking as a basis the direct beneficiaries of these business plans

• Financial support of the project from the Association of Widows "Krusha" with the business plan for the preservation of peppers and homemade ajvar as Bio products

• Project support from the Association of Farmer Women "Krusha e Vogel" with the investment project in opening a collection point in the region of Has

• Support of the project of the farmers' organization "Saturn" from Gjakova for the apple irrigation technique.

The purpose of the project: This project aims to empower and support the Serbian community in the municipality of Klina by developing a three-year action plan for the community in this municipality, which will be drawn up based on the needs expressed by the community itself. This document as an action plan is offered to the municipality, donors and the community.

Beneficiaries: The direct beneficiaries of the project are the Serbian community in the municipalities of Pejë, Istog and Klinë, while in the municipality of Klinë an action plan has been drawn up for the three-year period, which will include all the needs and demands of the communities in this municipality. Also direct beneficiaries are the Municipalities of Pejë, Istog and Klinë, where besides the strategies, they will be involved in various workshop trainings within the project. At the same time, the focus groups of the project are also direct beneficiaries and have benefited from 5 initiatives within the framework of small grants.

Realization of the project: The project was realized in two lines simultaneously. For the community in the municipality of Istog and Peja, where more work has been done on the empowerment of focus groups through training workshops and small grands, where a total of 5 initiatives have been supported for these focus groups in the municipalities of Pejë, Istog and Klinë. The project is also focused on working with the group for the drafting of the strategy for three years in the municipality of Klina.

Activities and Results:

• Compilation of a municipal guide for priorities of the Serbian community based on its real needs.

• Creation of a detailed action plan for the municipality of Klina with a three-year term on the Serbian community living in the municipality of Klina.

• Creation of a strategic development base as a comprehensive ready document to respond to any donor including the municipality as responsible for concrete interventions in favor of the community in focus.

• Implementation of 5 initiatives based on community priorities and supported within the framework of small grants in the project.

The strategy of the Kosovo Government for the inclusion of communities: Roma, Ashkali and Egyptian in practice at the local level through the active participation of citizens

The purpose of the project: This project aims to empower and mobilize the RAE community in order to ensure that the provisions included in the 2007 Strategy of the Government of Kosovo for the inclusion of the RAE community are put into practice at the municipal level.

Beneficiaries: The representatives of the communities of the neighborhoods and villages of Pejë, Klinë and Istog municipalities were involved, where they were directly involved in the implementation of joint initiatives which are supported by small companies within the project. Municipal officials from the Office of Communities and the Office for Return have also been direct beneficiaries. Beneficiaries were also different groups and different organizations of the communities which have also won different grandes during this year.

Implementation of the project: Moreover, the project is also focused on empowering the communities by carrying out various meetings and trainings in order to increase the capacities of the communities: Roma, Egyptian and Shkali. At the same time, the project has also continued with the support of various groups and community organizations (created from last year's project for the drafting of strategies in Peja, Klinë and Istog) with small grandees which have implemented these groups and organization during this year in these three municipalities.

Activities and Results:

• Drafting of the Action Strategy for the communities: Roma, Egyptian and Ashkali in the municipality of Klina.

• Existence of information on advantages, strengths, weaknesses and risks detailed by the community itself during focus group facilitations, information that will help in writing the action plan for REA community participation.

• Better knowledge of the municipality with the existing problems of the REA community in their particular settlements.

• Organization of three trainings in three areas: Advocacy/lobbying, Strategic planning and Design of project proposals for steering committees where representatives of communities from villages and neighborhoods of the municipality of Klina participated as well as representatives of the municipality.

• Creating better cooperation between focus groups for joint actions

"The influence of interest groups in changing the waste law in accordance with EU directives"

The purpose of the project: The purpose of the project was to help draft an adequate waste law in Kosovo. Our activities have helped the institutions in the drafting of the new law and have included in this process all the actors in this sector, committing themselves that their opinions are taken into account during the drafting of the law and to have a process as comprehensive as possible, to have a law that will be implemented as much as possible in Kosovo, being at the same time in accordance with EU directives for this sector.

Beneficiaries: Beneficiaries of this project are all municipalities of Kosovo, public and private companies that deal with waste management, civil environmentalist society as well as the government and parliament. During the drafting of this law, all the actors involved in environmental protection through our activities that have been developed within the framework of this project have been included.

Realization of the project: The project was realized in three phases, in the first phase informative meetings were held with all governmental and non-governmental institutions at the local and central level, the business community, the media and other interest groups. In the second phase; six regional meetings were held to analyze the new draft law and to give their remarks and suggestions, so that the new law fits the needs of the municipalities and finds applicability. After the regional meetings, a meeting was held at the national level with all the actors, whether from the local or the central level, to analyze all the recommendations made earlier, and to provide additional comments on the draft law. After the meetings at the regional and central level, external experts were engaged to look at the compatibility of the draft law with EU directives and the inclusion of recommendations from the local level in the new law. Meetings were also held with the Ministry of Environment and Spatial Planning and with the parliamentary committee throughout the whole time, providing them with the appropriate support in the drafting of the law and the inclusion of recommendations in this law.

Activities and Results:

• Holding meetings with the Ministry to be informed about the progress of the work on the new draft law, so that the officials of this ministry can be part of the regional meetings to present the draft law at the local level.

• Organization of regional meetings to receive comments and suggestions from all governmental and non-governmental institutions and other interest groups in the field of the environment, especially in waste management

• Organization of the national meeting with all institutions to analyze the draft law before it goes to the parliament, to give their remarks and suggestions

• Holding working meetings with the group of external experts to harmonize the draft with European legislation and to give the municipalities' recommendations the legal form to be incorporated into the new law

• Forwarding of documents with recommendations to the Ministry and parliamentary committee.

Creation of debate clubs in the "Karl Popper" format

The purpose of the project: The purpose of the project is to empower and activate youth through debate clubs composed of high school students and the creation of debate clubs in the "Karl Popper" format in the municipalities of Pejë, Pristina and Ferizaj, developing a culture of debate to young people, so that in the future these young people will be part of decision-making processes, and be ready to advocate for their rights.

Beneficiaries: The beneficiaries of this project are the young people, the direct beneficiaries are about 30 high school students, while in a broad sense the beneficiaries are schools and society as these students will be ready to debate various issues that concern them and they should address those issues to the respective institutions. In four schools, a debate group has been created within their institution, so that in the future these young people will be leaders to undertake various activities in school and outside it.

Realization of the project: Students who have a tendency to debate have been identified with the Directorate of Education and the directorates of secondary schools. For them, professional trainings were held in the "Karl Popper" format with students in which some 30 students were trained, after the trainings demo-debates were held with various topics that preoccupied the young people. Various tournaments have also been organized where young people have tested their knowledge through this debate on local and international topics. The project was carried out in partnership with the organizations FOL, BIRN and INPO.

Activities and Results:

• Creation of three debate clubs in Peja, Pristina and Ferizaj

• Holding trainings for coordinators of debate clubs, who have continuously worked with students to become professional in structured debate

• Holding professional trainings with students, where 100 young people were trained to debate in a structured debate according to Karl Popper rules.

• Organization of demo-debates, where young people are confronted in debate with each other on various topics that preoccupy young people, in the economic, social, political and educational spheres

• Organization of four national tournaments with schools from the participating municipalities, in which the three best teams were selected

• Participation of young people in international tournaments, in the international tournament in the Netherlands and in Macedonia

"Kosovo's admission to the global movement against climate change"

The purpose of the project: The purpose of the project is to involve the citizens and institutions of Kosovo in the global movement to combat climate change, through actions aimed at increasing the awareness of citizens and decision-making institutions to join the UN campaign on climate change. Likewise, the influence on central institutions in issuing documents that include Kosovo in the global fight against climate change.

Beneficiaries: Beneficiaries of this project are the institutions of Kosovo, which will be participants with other UN countries in the fight against climate change, benefiting from funds given to the states in the fight against climate change. Beneficiaries of this project are also the citizens who will have sufficient knowledge about the danger that comes from global warming and the ways in which they can contribute to the reduction of global warming.

Realization of the project: The project was realized in several phases, in the first phase, meetings were held with municipal institutions in the field of the environment, then a regional tribune was held where experts in the field of different climates lectured. After that, the realization of the petition with citizens in the municipalities of Pejë, Klinë, Deçan, and Istog has started for the Parliament of Kosovo to issue a resolution for its commitment in the fight against global warming. Also, during this time, awareness brochures were distributed in various cities and institutions.

Activities and Results:

• Distribution of promotional materials with basic facts about the phenomenon of climate change to raise awareness of citizens and their activation, how they can make their contribution, how energy should be used rationally

• Collection of a petition with signatures of 10,000 citizens across Kosovo (2000 in Pejë) to ask the Parliament to approve a document that includes Kosovo in the global fight against climate change through the formation of a working group of decision-making representatives at the national level, society civil and other interest groups

• Holding tribunes with experts and local institutions, civil society, media and citizens to issue recommendations on what Kosovo should do in the global fight against climate change.

Raising awareness against corruption
Project Title: Raising awareness against corruption

Duration: 01 August - 31 December 2010

The purpose of the project: The purpose of this project is to inform the citizens about the work that is being done by the institutions that are responsible for the fight against corruption, what role they have and what they have done in this field; to be informed of the anti-corruption legal system that is applicable in Kosovo: how much is being implemented and what are the existing mechanisms to fight corruption in Kosovo. This project has enabled the creation of a comprehensive network of non-governmental organizations involved in anti-corruption activities, so that the voice of civil society is more powerful towards the institutions in the anti-corruption fight.

Beneficiaries: Beneficiaries are non-governmental organizations, since those in an organized form and with coordinated activities are more powerful to influence local and central institutions in the fight against corruption, influencing the increase in transparency. Citizens will also benefit, who will be provided with information on how they can be part of decision-making processes and their rights to demand accountability from institutions for their taxes.

Implementation of the project: Seven regional meetings were held in which the courts, prosecutors' offices, municipal institutions, civil society, the anti-corruption agency and the media participated. After these meetings, a report was drafted which was published at the national meeting held in Pristina. A media campaign was also organized, where in addition to promotion, recorded public debates were also broadcast in the municipalities. Brochures have also been distributed to make citizens aware of how they should approach institutions to report cases of corruption in their municipalities.

Activities and Results:

• The organization of round tables, that through the tables the best information for civil society, citizens, businesses and the media, on the role of law enforcement institutions in the fight against corruption in municipalities and in Kosovo in general.

• Meetings with non-governmental organizations to collect data on the work these organizations do in the fight against corruption and transparency; creating a database that will be used to create a network of NGOs that are active in anti-corruption policies.

• Organization of the final meeting in Pristina with all institutions from all municipalities to discuss the strategy to be made in the fight against corruption and to define advocacy methods

• Media campaign through brochures and posters, the general public is informed about the work of the responsible institutions and the existing anti-corruption laws.

• Creation of a database with the data of organizations to help in various activities in the fight against corruption in Kosovo.

The purpose of the project: The purpose of the project is to increase public supervision in the field of the rule of law and to promote the accountability and efficiency of the democratic institutions of Kosovo, as well as to strengthen the capacity of the supervision of the institutions by the civil society. It also aims to empower citizens to be more active in exercising their rights by collecting their experiences with institutions and sharing these experiences with the general public through published reports.

Beneficiaries: Beneficiaries in this project are citizens, civil society, institutions and the media, as the transparency of institutions towards various interest groups increases, in some sectors such as drug prevention, against human trafficking, economic crimes, police work, judiciary and other public services. Through this, citizens, civil society and other interest groups become part of the processes that take place within their municipality, influencing the increase of accountability.

Realization of the project: This project analyzes the security policies in the field of the rule of law, namely: in the prevention of drugs, the prevention of human trafficking, economic crimes and various public services. In the framework of this, interviews were conducted as a form of research in these areas, where statistics were then extracted and published in media conferences, and debates were organized in which the report from the research was discussed. Throughout the time, the work of the Municipal Assembly and certain directorates related to the topics covered by the project have been monitored, as well as the monitoring of the media on how much space is given to the treatment of these topics. At the end of the project, the general report on the work done, outputs and results of the project is published, this report with recommendations addressed to the responsible institutions.

Activities and Results:

• Survey of 200 citizens on corruption cases in the Kosovo Police

• Interviews with various officials and actors in the field of fighting drugs, meeting safety criteria in constructions, law enforcement in these areas

• Discussion of the results obtained from the interviews in the debates held to deal with these issues

• Presentation of the results in two media conferences.

• Drafting recommendations for further work which are published in reports and sent to the relevant institutions.
