Marketing/creative agency to provide services to support the development and implementation of health education/health promotion campaigns
The Eye of Vision organization (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier in 1999 as a Community Based Organization (CBO) in the Peja Region.
Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse , VolkshilfeSolidarity, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.
General information
Syri i Vizioni, in partnership with Save the Children office in Kosovo, has been working for five years on programs on the monitoring and protection of children’s rights in Kosovo, which aim to respect the International Convention on Children’s Rights, within which has developed projects to strengthen the mechanisms for preventing violence, corporal punishment and reporting cases of violence in schools in the municipalities of Pejë, Prishtina, Prizren, Mitrovica, Ferizaj, Gjilan and Gjakovë.
Within the framework of the thematic program in the field of child protection “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights”, work will be done on the prevention of violence and corporal punishment against children in any environment, the creation of friendly mechanisms or instruments and reliable towards children to report cases of violence as well as increasing the awareness of institutions and the whole society about the Law on Child Protection and the denunciation of such cases.
Syri i Vizioni will work on developing child-friendly tools for reporting school violence, which will be developed in collaboration with children, teachers, parents and school principals. SiV believes that reporting tools should come from the children themselves and that is why SiV will conduct a survey to get children’s views on the tools/mechanisms they prefer and that make them feel safe to use to report violence inside the school.
Purpose
Syri i Vizioni seeks to engage an agency/marketing/creative company (“Agency/Company”) for the realization and implementation of a four-year awareness campaign on the prohibition of corporal punishment against children. This campaign aims to raise the awareness of the entire Kosovar society about the importance of banning corporal punishment against children in any environment, targeting children, parents, institutions and all citizens of Kosovo. Making the awareness of the whole society increase about the importance of the ban within four years. of corporal punishment against children and reporting such cases.
Scope
The scope includes, but is not limited to, the main tasks shown below.
The Agency/Company will:
• Work together with Syrin e Vizioni and Save the Children-office in Kosovo, in drafting the four-year plan of the campaign and in its realization, based on the “Local to Global” strategy;
• Develop a technical proposal to demonstrate the understanding of the task and providing a detailed explanation, strategy and creative execution of the campaign according to the “Local to Global” strategy;
• Tailor campaign messages to different target audiences, literacy levels, local language and communication channels, using Knowledge, Attitudes, Practices and Behavior (KAB) findings and through pre-testing with a wide range of audiences;
• Develop a high quality TV media campaign design for the project “Our Obligation to the Future – Child Protection and Child Rights Governance” which will be used for all awareness and awareness campaigns, with supporting materials such as :
– Radio spots
– Billboards, banners, stickers
– Materials for informing children, parents, teachers (leaflets/brochures, a DVD – program for the education of parents and teachers which will appear in different locations – schools, family medicine centers and local and national media)
– Short videos for social media
– Promotional materials such as banners, posters, t-shirts and others.
• Develop a plan for the involvement of businesses in the distribution of the awareness message for the prohibition of corporal punishment against children:
• Develop a detailed Monitoring and Evaluation Plan (M&E) for each campaign in order to evaluate the coverage and exposure of the campaign to the target groups of the campaign (children, parents, schools and other institutions at the local and national level);
• Prepare and implement the detailed plan of media activities and timelines for each campaign
• Submit all project concepts, designs, storyboards, photographs, video footage, radio transcripts and prototypes to Syri i Vizioni and Save the Children for approval prior to development and/or publication;
• Field testing/pre-testing of all draft materials to ensure they meet the needs of the target population/target groups, are appropriate and user-friendly;
• Arrange the broadcast/publication of audio-visual materials through national and local media in Peja, Prishtina, Mitrovica, Gjakovë, Gjilan, Ferizaj, Prizren and Klën;
• Arrange the announcement of messages through social media/facebook and monitoring the exposure and coverage of the mass/target group;
• Identify a Contact Person who will be responsible for daily cooperation with Syrin e Vizioni and Save the Children-office in Kosovo;
• Ensure that the standards of the strategy and criteria of Syri i Vizioni and Save the Children office in Kosovo are met.
Work programs
During the contract period, Syri i Vizioni will approve this year the work plan and the campaign strategy for four years, while in the following years it will approve work programs with the Agency based on unit costs provided by the Agency for:
• Designing, producing and testing a television commercial;
• Broadcasting the ad on the main national television networks;
• Broadcasting of the advertisement on local television networks in Pejë, Prizren, Prishtina, Mitrovica, Gjakovë, Gjilan and Ferizaj;
• Designing, producing and testing several radio commercials;
• Broadcasting of advertisements on national radio networks;
• Broadcasting of the ad on local radio networks in the eight municipalities of the project (Pejë, Pristina, Klinë, Ferizaj, Mitrovica, Prizren, Gjakovë and Gjilan)
• Design, production and testing of an advertising billboard
• Billboard advertising in the five municipalities of the project (Pejë, Klinë, Prizren, Gjakovë and Gjilan)
• Designing, producing and testing a short video message and advertising via social media/Facebook;
• Broadcasting short video messages through social media;
• Design, production and testing of informational videos to be used by parent education staff;
• Designing, producing and testing information for children, parents and schools i) leaflets, ii) brochures, iii) posters etc.
Note: Unit costs for printing unit 12 must be identified separately. This should be high definition printing on specific types of paper (laminated, recycled, plain and different weights).
Main results and outcomes
The marketing/creative agency/companies will deliver the following results for each campaign:
• The technical proposal of the methodology for the development and pre-testing of TV/radio advertisements and other materials;
• Action plan and timeline (weeks, months, years)
• Media plan;
• M&V Plan (Monitoring & Evaluation);
• Prototypes for posters, leaflets, brochures and other printed materials;
• Media video scripts;
• High resolution files of all developed materials;
• Submit all project documents, designs, storyboards, scripts, photographs, prototypes to Eye of the Vision and Save the Children for approval before they are developed and/or published.
• Obtaining any approval required by national institutions, the Ministry of Education, the Ministry of Labor and Social Welfare, the Ministry of Justice, the Directorate of Education, etc.
The Eye of Vision is responsible for:
• Providing the Agency/Company with quick access to all relevant material on the topic of child protection and governance with children’s rights and other actors;
• Providing the Agency/Company with specific information to be involved in each activity;
• Provision of timely information for any request of the Agency related to an activity/work program/publication;
• Approval of all products produced by the Agency before their release;
• Distribution of resources created by the Agency, other than the distribution specified in Section 4 above.
Specifics of the Agency/Company:
Agency/Company of:
• Be a national marketing/creative agency/Company with reputation and demonstrable expertise in providing the services specified in these Terms of Reference;
• Has demonstrable experience in providing high-quality, culturally appropriate materials in the Albanian and Serbian languages as well as in the production of materials that are suitable for all citizens who have limited skills/are illiterate;
• Previous experience developing messages and materials with social or educational content is an asset;
• Demonstrate that experienced human resources can be mobilized according to needs (internal staff and network of consultants);
• Proven experience in M&V campaigns and social and educational content;
• Proven experience in ensuring that campaigns are gender and ethnically sensitive;
• Work effectively to short deadlines;
• Do not use copyrighted material;
Duration of the Contract
The Agency/Company will be contracted to provide services only for the period of 1 month of drafting the plan and strategy with the possibility of extending the contract for another 4 years. during this period, the strategy and action and implementation plan of the four-year campaign will be drawn up, based on the “Local to Global” strategy. While for the next four years, the strategy will identify different campaigns with different themes and actors in the field of protection and prevention of corporal punishment and humiliating children.
Contractual arrangements and supervision
The agency/marketing/creative company will be contracted according to the Eye of Vision conditions only for the purpose of providing the above services and will be supervised by the project and thematic leader of the protection of children and their rights governance, as well as the responsibility for communication from the Eye of Vision and Save the Children office in Kosovo.
Application Procedure
Applicants are required to submit:
– The short work methodology for the strategy design and the campaign plan for four years;
-Methodology for opening and implementing the plan for the first years and planning for the next three years;
– The methodology of a plan for monitoring and evaluating the expected results of the campaign;
– The list and CVs of the key technical personnel proposed for this project, emphasizing the qualifications and experience in similar projects;
– Work references (at least 3).
