Expert in the field of monitoring
The organization Syri i Vizioni (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier since 1999 as a Community Based Organization (CBO) in the Peja Region.
Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse, Volkshilfe Solidaritet, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.
General information
Syri i Vizioni, with the support of the Kosovo Foundation for Civil Society (KCSF) in Kosovo, is implementing the project “Responsible institutions for an active and well-informed society”, which aims to make citizens more informed and more aware of the importance of their participation in: Public Discussions where the issues that concern the citizens are discussed and where they will present all the issues that directly or indirectly affect them.
In the framework of the program “Responsible institutions for an active and well-informed society”, Syri i Vizioni will engage an expert in the field of monitoring, who will be committed to monitoring and drafting the monitoring report on the strategy of communication and contact, this strategy was approved in the municipal assembly of the municipality of Peja in 2016.
Purpose
Engagement of the expert for monitoring the municipal strategy of communication and contact, specifically in the two points of this component: Public Discussions – Obligatory meetings with the public, where the issues that concern the citizens of the municipality of Peja are discussed and: Public discussions about the budget -Meetings with local communities, non-governmental organizations, different communities to listen to their needs and expectations for the allocation of the budget for the following year.
Duties and Responsibilities:
The engaged Expert is expected to:
• Develop the monitoring methodology and plan
• Prepare additional necessary materials for monitoring (questionnaires, interviews, etc.)
• Submission of the draft document from the monitoring with the completed baseline date of the interviewees
• Submission of the final narrative report to the SiV no later than five (5) working days after receiving possible comments from the SiV.
Engagement of the Expert:
The expert will be engaged through a service contract with Eye of Vision – under the coordination of the Finance and Administration Manager. In this contract, the points which are not included in this document will be specifically defined.
Tasks and duration:
Preparation and submission of the narrative report – and relevant documents
Payment Terms:
The payment of the Expert will be made according to the relevant invoice for the performance of services, which will be issued by the expert, or will be prepared by SiV and will be signed by the expert. The payment will be made through a bank transaction in Euro currency. Payment will be made upon successful completion of the work and submission of the narrative report approved by SiV.
Based on Kosovo law, Syri i Vizioni is also obliged to pay tax (tax and pension) of 10% of the gross amount.

• Financial proposal.
The financial offer must be detailed for each work that will be carried out within the monitoring process, as well as the writing of reports.
