Marketing/creative agency for the implementation of the “Stopping Corporal Punishment and protecting children from violence” campaign

 

The Eye of Vision organization (SiV) was officially registered as a local NGO in September 2001, but it started functioning earlier in 1999 as a Community-Based Organization (CBO) in the Peja Region.

Throughout the last years, the NGO “Syri i Vizioni” has developed numerous partnerships with a wide spectrum of local and international organizations, municipalities and other active factors in Kosovo and the Balkans such as: European Commission, Save the Children in Kosovo, Olof Palme International Centre, Solidar Suisse , VolkshilfeSolidarity, ADA, USAID, KEC, KFOS, DRC, CARE International, OSCE, etc.

 

General information

Syri i Vizioni, in partnership with Save the Children office in Kosovo, has been working for five years on programs on monitoring and protecting children’s rights in Kosovo, which aim to respect the international convention on children’s rights, and strengthen the mechanisms in prevention of violence, corporal punishment.

Within the framework of the thematic program in the field of child protection “Our Obligation to the Future – Protection of Children and Governance of Children’s Rights”, an awareness-raising campaign will be carried out on the consequences of violence against children and corporal punishment, as well as the draft Law on the Protection of Children The child.

The campaign materials must be creative, easy to understand and have a clear message, whether for children, parents, institutions and the whole society, including the media, sensitizing the whole society that violence and corporal punishment against children is unacceptable and must be reported to the responsible institutions. .

 

Purpose
Syri i Vizioni seeks to engage an agency/marketing/creative company (“Agency/Company”) for the implementation of the awareness campaign for the period (September 2018 – September 2019), on the prohibition of corporal punishment and violence against children. In order to raise the awareness of institutions and the whole society about the consequences of violence and corporal punishment against children and the promotion of the Child Protection Law, increasing the institutional responsibility in the creation and strengthening of legal mechanisms to protect children from violence and corporal punishment in any environment.

 

Company Offer

The marketing agency/company must submit its financial offer and work methodology for the realization of the materials and the realization of the campaign based on the materials mentioned in the table (Annex A):

 

The Eye of Vision is responsible for:
• Sharing the strategy plan with the Agency/Company with quick access to all relevant material on the topic of child protection and governance with children’s rights and other actors;

• Provision of specific information to be included in each activity;

• Provision of information in time for any request of the Agency related to an activity/work program/publication;

• Approval of all products produced by the Agency before their release;

• Copyright and distribution of materials/resources created by the Agency if necessary.

Specifics of the Agency/Company:
Agency/Company of:

• Be a national marketing/creative agency/Company with reputation and demonstrable expertise in providing the services specified in these Terms of Reference;

• Has demonstrable experience in providing high quality, culturally appropriate materials in the Albanian and Serbian languages ​​as well as in the production of materials which are suitable for all citizens who have limited skills/ are illiterate and if required also in languages ​​other than the official languages;

• Previous experience in developing messages and materials with social or educational content is an asset;

• Demonstrate that experienced human resources can be mobilized according to needs (internal staff and network of consultants);

• Proven experience in M&V campaigns and social and educational content;

• Proven experience in ensuring that campaigns are gender and ethnically sensitive;

• Work effectively for short deadlines;

• Do not use copyrighted material;

Duration of the Contract
The Agency/Company will be contracted through a separate contract with SiV, to provide services according to Annex A, for the period (01 September 2018 – 31 September 2019) in agreement with the Agency/Company.

 

Contractual arrangements and supervision
The marketing agency/company will be contracted according to the terms of Eye of Vision only for the purpose of providing services according to Annex A and will be supervised by the Project Leader of the topic of child protection and governance with their rights, as well as responsibility for communication from Eye of Vision. Vision and Save the Children office in Kosovo.

 

Application Procedure
The marketing agency/company must submit:

– The short work methodology for the realization of the materials defined in the Annex A table (no more than 2 A4 pages, illustrating also the idea of ​​the design of the materials and the planned campaign, where the target group is children from the age of 0-18 years and parents).

-Annex A table completed by the company without interfering with the content only by filling in the required data (the price for each product);

– Physical copies of samples (examples) for previously printed products (A4 color poster, 2 sample brochures, TV spot on CD).

– List and CVs of key personnel proposed for the implementation of the campaign, emphasizing the qualifications and experience in similar campaigns;

– The methodology of the monitoring plan and evaluation of the expected results of the campaign;

– Work references (at least 3).

– Financial proposal without VAT (based on Annex A table)

– Applications (technical and financial proposals together with product samples) are accepted only in physical form by post.
The performance indicators for evaluating the results will be based on the following criteria:

 

A) BASIC CRITERIA: All bidders must fulfill the basic criteria

– Provide: Minimum 3 references. Previous experience with international organizations/NGOs is an advantage.
– Staff experience in developing TV spots, radio ads, Facebook ads, design, layout and printing of products in multiple languages ​​- M&V of population coverage

– The Service Provider must propose the structure and composition of the team to be dedicated to the “Stop Corporal Punishment” campaign, as well as CVs.
