The regional meetings to complete the amendment of the Administrative Instruction 2008/08 are completed

Ferizaj, May 29 – The seventh regional meeting in a row and the last regarding the “Project-Administrative Instruction to complete the amendment of Administrative Instruction No. 2008/08 on the organization, operation and cooperation of municipalities with villages, settlements and urban neighborhoods” within the project “Active Citizenship” was held in Ferizaj.

These meetings are organized in order to complete and amend this Administrative Instruction. MLGA in cooperation with the NGO Syrii Vizionit and the LEGA/USAID Project have held joint meetings with chairpersons of Municipal Assemblies, directors of municipal administration departments, directors of finance departments, civil society organizations and mayors of villages, settlements and urban neighborhoods in municipal regions – Prishtina, Mitrovica, Prizren, Gjilan, Gjakovë, Peja and Ferizaj.

During many years of its work with the heads of local councils and local institutions, Syri i Vizioni has identified difficulties and needs for completing or changing this Administrative Instruction, in order to facilitate the work of municipalities in the election and functioning of local councils. For this very reason, SiV has initiated and addressed the issue of completing or changing it in the Ministry of Administration and Local Government. In the latter, SiV has encountered readiness and cooperation for improving the legal infrastructure and facilitating the work of municipalities in creating mechanisms or bodies for the inclusion of citizens in decision-making processes and their representation in local institutions.

MLGA has established the working group for the drafting of the Project-Administrative Guidelines for the organization, functioning and cooperation of municipalities, settlements and urban neighborhoods with representatives from this Ministry, that of Finance, the Association of Municipalities of Kosovo, civil society with members from Eye of Vision and LEGA/USAID project. After drafting the draft guideline, it was considered important that this be discussed at the local sub-levels in order to receive recommendations from the municipalities as well, taking as a basis their practices in the implementation of this Administrative Instruction.

During the implementation of the seven regional meetings, the participants have evaluated this initiative as very important and have contributed their practical experience.

MLGA and the working group of this Administrative Instruction have promised that all the recommendations from the regional meetings will be treated seriously and will be included in the UA in order for this document to be as practical, applicable and suitable for all municipalities of Kosovo.

These meetings were held as part of the \”Active Citizenship\” program, which is implemented by Syri i Vizioni with financial support from the Olof Palme International Center and SIDA.
